Angela Pate is currently the Executive Director of FloridaWorks, the Workforce Board for Alachua and Bradford Counties. She has been in the workforce industry for over five years and has provided employment, education and career development services to tens of thousands of participants all over the state of Florida in five different workforce regions. Ms. Pate's personal mission to help people in need has led her to serve on many community-based social and human services boards. In addition to her work in this capacity, Ms. Pate is also responsible for marketing FMS' products and service offerings directly to potential clients via her vast network of workforce, social service and government contacts. Ms. Pate has demonstrated an ability to successfully create and support programs that help people in poverty make progress toward self-sufficiency. She is a strong advocate of partnerships between businesses, faith and community based organizations, and the regional workforce system to help people overcome barriers to employment. Ms. Pate is known for her ability to think outside the box and visualize and implement workable solutions to help others help themselves. She has a Bachelor of Arts degree from the University of Florida (UF), and has pursued post-graduate studies at both UF and the Georgia Institute of Technology. |

FMS Chief Operating Officer Steven Lipsky has a Juris Doctor from Woodrow Wilson College of Law and a Bachelor's of Science degree in Behavioral Management. As Chief Operating Officer, Mr. Lipsky is responsible for the delivery of value to FMS' customers throughout the United States, and is directly responsible for the products delivered in the field to our clients. He has 20 years experience conducting and managing projects for various organizational purposes. Mr. Lipsky is a published author with a unique, extensive, and effective blend of experiences in product and project development and management, marketing, market research, writing, law, and operations for small Fortune 100 companies. An exceptional leader, Mr. Lipsky has utilized his skills worldwide. In one of his most distinguished accomplishments, he conducted a new business opportunity assessment for a Fortune 100 company through many European, Scandinavian and Pacific Rim countries. His executive briefings led to market expansion in several of these countries. |

As Director of Performance and Development, Candace Phinney oversees the design, development and corporate support of FMS' quality assurance, program evaluation and monitoring, and business intelligence solutions. Phinney is also responsible for the organizational information technology and business development processes. Ms. Phinney has over twenty years of quality assurance experience in a variety of industries, including engineering, manufacturing, healthcare, and social and workforce systems. She has a Bachelor of Arts degree from the University of Connecticut and is a Microsoft Certified Systems Engineer and a Microsoft Certified Professional. |

Dr. Bruce Waite has a Ph.D. in organizational development and has spent the majority of his professional career advocating for and working with persons with barriers to employment. Based on this experience, he is considered a top subject-matter expert in the field of workforce. Dr. Waite has more than 25 years of experience in vocational assessment, performance monitoring, one-stop management, employment training, and operation of programs for disabled individuals. He has served on multiple social service-related committees and boards. Dr. Waite is at his best when developing solutions to challenges encountered when implementing new programs, finding common ground among diverse community leaders with varied goals, and uncovering and implementing best practices for overcoming programmatic barriers. |
