As Director of Performance and Development, Candace Phinney oversees the design, development and corporate support of FMS' quality assurance, program evaluation and monitoring, and business intelligence solutions. Phinney is also responsible for the organizational information technology and business development processes.
Ms. Phinney has over twenty years of quality assurance experience in a variety of industries, including engineering, manufacturing, healthcare, and social and workforce systems. She has a Bachelor of Arts degree from the University of Connecticut and is a Microsoft Certified Systems Engineer and a Microsoft Certified Professional.
