Business Process and Program Evaluation

Based on our experience in workforce regions throughout the country, FMS has developed a proprietary business process and program evaluation system that utilizes industry-standard organizational expectations to assess the health and operational well-being of workforce and human service organizations. This system incorporates and combines standards from Baldrige, ISO 9000, CARF, Six Sigma, Hoshin Planning, and other well-known quality assurance paradigms with federal and state workforce regulations into a standard tool that can be used to objectively assess the strengths and weaknesses in an organization's delivery of services.

Some of the organizational attributes that are assessed include, but are not limited to:

  • Leadership
  • Supervision
  • Policy Guidance
  • Contract and Budget Management
  • Facilities Management
  • Program Oversight and Coordination
  • Eligibility and Data Entry
  • Staff Development
  • Customer Satisfaction
  • Performance Management and Metrics
  • Service Coordination
  • Civil Rights and Accessibility
  • Communication Processes
  • Outreach and Recruitment

FMS conducts organizational needs-assessments using a standard review tool. This needs assessment gauges the current state of your organization or the process under consideration, identifies key stakeholders, defines what behavioral or performance changes are necessary, makes a determination of the likelihood of achieving change, and analyzes the economic benefits and repercussions of any projected solutions. We then complete a detailed, comprehensive form report, which includes recommendations for improvement and description of existing best practices. FMS can also provide guidance and assistance in implementing strategies as recommended to improve service delivery.

What our customers are saying:

"Feedback from the FMS QA staff has helped our management know where improvements are needed. Keeping QA staff independent from our organizational reporting structures has ensured that those positions remain separate and objective."
